How Safe is Otay's Water Supply?
Since the war on terrorism, there has been speculation that the country's water supply would be vulnerable to terrorist attacks. Even before the passage of the Public Security and Bio-terrorism Preparedness Act of 2002, which requires vulnerability assessments, the Otay District had already started to assess the risks, according to Safety and Risk Administrator Dave Burpeau, who says, corrective measures and maintenance are ongoing. The District has surpassed the national safety mandate by implementing additional security precautions.

Unlike many other water districts, Otay does not have reservoirs. All water is stored in above ground tanks throughout the District. Security measures are closely guarded, but ratepayers can rest assured that the water supply is well protected.


Otay Water Rates the 5th Lowest in San Diego County

There will be no increase in your water bill this year! For the past nine years, the District's rates for residential customers have remained the same and are still among the lowest in San Diego County. Otay ranks the fifth lowest among the 23 water districts surveyed.

The only change to the water bills since 1999 has been passed on increases by the County Water Authority that have averaged $1.52. "Even with the unprecedented growth in the southeastern area of the Otay Water District, we have continued to deliver water to our customers at reasonable and stable rates," said Bonilla. "Since my election to the Board, this has been one of my priorities."

Recently, the County Water Authority announced that it was refunding $1.1 million in overcharges to the District this month. In the past, cost savings have been passed on to ratepayers in the form of rebates.

The Board is expected to make a decision on its disbursement at its next meeting.

L. Governor Cruz Bustamante
Endows Scholarship

This year, Lt. Governor Cruz Bustamante has endowed a scholarship in his name to be awarded through the Bonilla Family Foundation. The $2,000 award will be given to the student who most exhibits exemplary leadership skills and outstanding scholastic achievement.

The Foundation Selection Committee will meet later this month to review applications submitted by South Bay charitable agencies and graduating students from the six selected Sweetwater District high schools. The recipients will be notified by mail.

Last year, more than $48,000 was given to six students and seven area agencies. The Foundation has made contributions to the Mariachi Foundation as well as other South Bay organizations.

Kolender Appoints Bonilla to Honorary Deputy Sheriffs' Association
At its February membership meeting, Jaime Bonilla was sworn in by Sheriff Bill Kolender as a captain in the Honorary Deputy Sheriffs’ Association.

The association was formed as a philanthropic organization by the late Sheriff John Duffy to provide financial assistance for the department’s special projects.

The Washington, DC-based Business Advisory Council has named Jaime Bonilla to its 2003 Businessmen of the year list, citing his business success in the face of economic adversity in 2002. Recently announced by the Council in the Wall Street Journal, Bonilla was among a number of business leaders recognized nationally for their business expertise.
